MR EPHRAIM WAWERU NGARE, KENYA’S HIGH COMMISSIONER
TO THE UNITED KINGDOM

Portrait of the High CommissionerBefore his present appointment, Mr. Ngare had served as Kenya’s Ambassador to Libya for four years.  He had also previously served as Counselor at the Kenya Mission to the United Nations Offices in Geneva during the period 1996-2004.  He was transferred to the Ministry of Foreign Affairs as Technical Representative from the Ministry of Labour during the period December 1995 upto December, 2004.  He had also served as Head of International Affairs Desk in the Ministry of Labour where he was responsible for discharging Kenya’s constitutional obligations under the various ratified Conventions.  Mr. Ngare represented Kenya as member of ILO Governing Body during the period 1993-2004.

 

Mr. Ngare graduated with a Bachelor of Arts (with Honours) Degree in Social Sciences (Economics, Social work/Government) at Makerere University, Kampala, Uganda in December 1972.  He also holds several Post Graduate Diplomas, including a Post Graduate Diploma in Advanced Labour/Public Administration from Oxford University, UK, 1982.  He has also attained a Post Graduate Diploma in Advanced Labour Administration/Industrial Relations at the International Training Institute, Middle Head, Sydney, Australia, from 19th September to 12th December, 1979.

 

The new High Commissioner, is an experienced career Civil Servant who joined the service in June, 1973 and rose through the ranks to become the Head of Labour Department before joining the diplomatic service at Kenya Mission to UN in Geneva. He was the Head of the Labour/Employment desk at the Mission, apart from dealing with the various multilateral issues such as covering conferences, initiation and formulation of relevant ILO technical cooperation programmes for Kenya.  Other meetings covered included Group of 77 and China, Non-Aligned Movements, AU, G15 etc.  He was also member of Governing Body of International Organization for Migration during the period 1996-2000.

 

He was appointed as High Commissioner on 5th November, 2009
